National Workshop on SDG-Aligned Local Planning and Multi-Level Governance Advances SDG Localization Efforts in Entebbe March 31, 2026

Entebbe, Uganda, 26 March 2026 - The United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG) and the United Nations Project Office on Governance (UNPOG), in collaboration with the SDG Secretariat in the Office of the Prime Minister of Uganda, successfully convened a National Workshop on SDG-Aligned Local Planning and Multi-Level Governance in Entebbe, Uganda from 24 to 26 March 2026.

The workshop brought together over 40 participants from national and local government institutions, United Nations entities, development partners, civil society, academia, and the private sector. It served as a platform to strengthen capacities for implementing the 2030 Agenda for Sustainable Development at the local level, with a particular focus on district governance systems.

The overarching objective of the workshop was to enhance the capacity of local governments to integrate the Sustainable Development Goals (SDGs) into planning, budgeting, and governance processes through data-driven and inclusive approaches. Discussions emphasized practical tools and methodologies to support evidence-based decision-making and promote the principle of Leaving No One Behind.

A key outcome of the workshop was the validation of a District SDG Localization Readiness Tool, tailored to Uganda’s decentralized governance framework. This tool is expected to support districts in assessing their readiness to effectively align local development plans with the SDGs.

Participants also conducted district-specific readiness assessments, identifying key bottlenecks and opportunities for accelerating SDG implementation. Draft Action Notes were developed, outlining priority actions, roles, and timelines to guide follow-up efforts at both national and local levels.

The workshop further strengthened coordination across levels of government, contributing to more effective multi-level governance. It also provided a clear roadmap for scaling up SDG localization efforts nationwide, including through alignment with the Parish Development Model.

In addition, the workshop enhanced participants’ capacities to leverage data for planning and monitoring, integrate inclusive approaches, and align local development systems with national and global development frameworks.

The outcomes of the workshop will feed directly into Uganda’s upcoming National Performance Review Conference and inform broader national and regional processes, including the implementation of the Kampala Declaration adopted at the Africa Regional Forum on Sustainable Development.

This initiative forms part of ongoing efforts by UN DESA and partners to institutionalize SDG localization through strengthened planning systems, improved data use, and enhanced coordination across all levels of government, supporting Uganda's progress toward achieving the 2030 Agenda for Sustainable Development.
