The 2026 United Nations Public Service Forum will take place in Tbilisi, Georgia from 23 to 25 June 2026, under the theme "Transforming Public Institutions: Advancing innovation, Participation, and Inclusion". The Forum is co-organised by the United Nations Department of Economic and Social Affairs (UN DESA) through its Division for Public Institutions and Digital Government (DPIDG) and the Ministry of Justice of Georgia.

The Forum will serve as a dynamic platform for Ministers, senior decision-makers, and public servants to discuss these issues and exchange experiences and practices that can help public institutions and their staff to develop the essential skills needed to drive innovation and transformation at both local and national levels. Additionally, the Forum will foster enhanced cooperation and partnerships, offering opportunities for peer-to-peer learning and cross-sector collaboration to promote public sector transformation.

Background

Against this backdrop, the 2026 United Nations Public Service Forum, to be held in Tbilisi, Georgia, from 23 to 25 June 2026 under the theme Transforming Public Institutions: Advancing Innovation, Accountability, Participation and Inclusion, provides a timely platform for governments and practitioners to address these pressing challenges. Opening on United Nations Public Service Day, the Forum brings together public administrators and stakeholders from around the world to exchange experiences, strengthen capacities, and explore innovative approaches to public administration and service delivery. Co-organized by the United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG) and the United Nations Project Office on Governance (UNPOG), in partnership with the Ministry of Justice of Georgia, the Forum underscores the importance of inclusive, citizen-centered, and digitally enabled governance.

In line with these objectives, Workshop One, Advancing Inclusive Public Administration through Digital Inclusion and Participatory Governance, will examine how governments can leverage digital transformation to foster more equitable, accessible, and participatory public institutions. The workshop will focus on strategies to bridge digital divides and strengthen the meaningful engagement of rural communities, persons with disabilities, women, and youth in public decision-making and service delivery, thereby advancing the commitment to leave no one behind.

Objective

The workshop will explore innovative practices, including UNPSA - recognised initiatives, to advance digital inclusion, accessible services, and the participation of vulnerable groups such as rural populations, women, youth, and persons with disabilities. It will foster peer learning, exchange of good practices, and highlight the role of local governments in inclusive decision making. It will also examine how data, digital transformation, innovation, behavioural science, and strategic foresight 2 can support more inclusive governance by addressing risks of exclusion and institutional biases. Finally, the workshop will identify actionable measures to strengthen inclusive, responsive, and representative public institutions, guided by the 11 Principles of Effective Governance for Sustainable Development and UN DESA’s SDG governance curriculum.
