Advancing Inclusive Public Administration through Digital Inclusion and Participatory Governance July 13, 2026

Tbilisi, Georgia – The United Nations Project Office on Governance (UNPOG) of the United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG), organized Workshop 1 on Advancing Inclusive Public Administration through Digital Inclusion and Participatory Governance. Convened under the Forum theme, Transforming Public Institutions: Advancing Innovation, Accountability, Participation and Inclusion as part of the 2026 United Nations Public Service Forum (UNPSF), held in Tbilisi, Georgia from 23 to 25 June 2026.

The two-day workshop brought together government officials, practitioners, and experts to explore how public institutions can become more inclusive, responsive, and people-centred in an era of rapid digital transformation, and examined strategies for advancing digital inclusion and participatory governance to ensure that no one is left behind. Discussions highlighted innovative policies and practices, including initiatives recognized through the United Nations Public Service Awards (UNPSA), that expand equitable access to public services for rural communities, women, youth, persons with disabilities, and other underrepresented groups. Participants also explored how digital technologies can strengthen service delivery while enabling more meaningful citizen engagement in public decision-making.

The workshop featured peer-learning and practical case studies showcasing successful approaches to institutionalizing participation and promoting inclusive governance. Participants exchanged experiences on empowering local governments, strengthening community engagement, and leveraging digital tools to improve transparency, accountability, and collaboration between governments and citizens. The discussions reinforced the importance of integrating inclusion into public sector reforms by combining digital innovation with participatory approaches that reflect the diverse needs of communities.

The workshop concluded by identifying key priorities for operationalizing inclusive governance. Participants emphasized the need to strengthen local government capacity, advance fiscal and administrative decentralization, institutionalize citizen and youth participation, and mainstream gender equality across legislative, administrative, and digital governance systems. They also underscored that future-ready public institutions require anticipatory and inclusive governance, sustained investment in digital inclusion and innovation, stronger coordination across levels of government, and continued capacity development to deliver equitable, resilient, and responsive public services.

The key messages and recommendations emerging from the workshop will contribute to the outcomes of the 2026 United Nations Public Service Forum and be reflected in the Forum's final report, supporting ongoing efforts to strengthen inclusive public administration and accelerate progress towards the Sustainable Development Goals.
