Study Tour on Data Policy Framework for Kazakhstan: Insights from the Republic of Korea April 28, 2023

Background
The Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), and the Ministry of Digital Development, Innovation and Aerospace Industry in collaboration with the Astana International Financial Centre's (AIFC) Tech Hub are implementing a joint project on "The Use of New Technology Policy Experimentation and Regulatory Sandboxes for Digital Transformation in the Republic of Kazakhstan: A Pilot Initiative" (funded by Kazakhstan Trust Fund, project numeber S1-32XES-000170).
 
On 2-3 November 2022, the Ministry of Digital Development, Innovation and Aerospace Industry (MDDIAI), Tech Hub at Astana Internation Financial Centre (AIFC) and UN DESA organised the first national workshop on Data Policy under the polot initiative focused on discussing barriers in existing institutional frameworks, standardisation of data collection, adequacy of technical infrastructure and data storage capabilities, privacy and security of data, and digital literacy. The workshop discussed opportunities and good examples of data policy frameworks around the world including from Singapore and Estonia, which can guide policy experimentation in Kazakhstan.
 
To further strengthen the project, DPIDG/ UN DESA, the UN Project Office on Governance (UNPOG) and the government of the Republic of Korea, will co-organise a study tour for the Kazakhstan country project team to visit Republic of Korea. The study tour would include information sharing and presentations from respective government agencies and key players on areas of data policy framework.
 
Objectives
  • Enhance awareness and facilitate learning of the Kazakhstan country project team from the experience of the Republic of Korea on the use of big data and data policy.
  • Develop the next couse of actions for setting up a policy experimentation or regulatory sandbox framework for the Ministry of Digital Development, Innovation and Aerospace Industry in Kazakhstan.

DPIDG/UNPOG and DPIDG, in collaboration with the Ministry of the Interior and Safety (MOIS) of the Republic of Korea, organised the Study Tour on Data Policy Framework for Kazakhstan: Insights from the Republic of Korea on 1-3 May 2023. The objective of the Study Tour is to enhance awareness and facilitate learning of the Kazakhstan delegation on the use of big data and data policy from the Korean experience. The Kazakhstan delegation, headed by the Vice Minister of the Ministry of Digital Development, Innovations and Aerospace Industry, consisted of four delegates from the Ministry, the Digital Government Support Centre, and JSC National Information Technologies. During the Study Tour, the delegation was also joined by two diplomats from the Kazakhstan Embassy in the Republic of Korea.
 
The Study Tour comprised of a number of visits to Korean public agencies and one IT company, including MOIS, Personal Information Protection Commission (PIPC), National Information Society Agency (NIA), Statistics Korea, National Information Resources Service (NIRS), Disaster and Safety Communications Network Operation Center, and SK Telecom. These visits included meetings with the agencies, briefings/presentations on data policies and experiences of the Republic of Korea, and discussions with government officials and experts. The Study Tour provided a valuable opportunity to facilitate exchange of experience and further collaboration between the two countries and it is expected to contribute to developing the data policy framework in Kazakhstan.
