2018 UNPSA Winner: The Provincial Government of Chungcheongnam-do/Republic of Korea
The Provincial Government of Chungcheongnam-do won an award in category 2, “Making institutions inclusive and ensuring participation in decision-making” as part of the 2018 UNPSA. In July 2013, the Tax Administration Division of the Provincial Government of Chungcheongnam-do established an online fiscal information system on its website for the purpose of strengthening the disclosure of its revenues, budget, expenditure and settlement information to the public.
The system has seen 15 local governments in the province signing a business agreement by which they disclose their current status of revenues and expenditures, including information on all contractual methods, contents, and parties. By sharing fiscal information actively and voluntarily, the Provincial Government of Chungcheongnam-do has engendered increased transparency and empowered local citizens to participate in monitoring provincial fiscal information. With regard to the expenditure status, all contractual methods, content, and parties were disclosed. For example, the meal expenses by the governor would be disclosed to show where he or she went and how much was spent. As a result, citizens can check the budget execution status of Chungcheongnam-do through the internet on daily basis and receive direct answers from officials when they post their questions in the system. The system has seen an expansion in fiscal surveillance and transparency while the efficiency of fiscal spending maximized.
