| 11:25-13:00 | FIRST SESSION (Continued) Merits and Problems of e-Procurement for Innovative Governance Remarks by the Moderator (5 minutes) Free Discussions (90 minutes) Free discussions to reach general understanding on common merits and problems that the participating experts encountered or observed in developing or operating public e-procurement systems for innovative governance in countries in diverse socio-economic development contexts and in different geographic regions. Active interactions among the participants are encouraged to thoroughly examine both strong points and problems of e-procurement systems and their impact on the attempt of governments to innovate governance to be more transparent, accountable, efficient, participatory, and corruption-preventive. |

Expected Accomplishments of the First Session: A draft of a concise matrix of merits and problems of public e-procurement systems for innovative governance responding to needs of different countries with diverse developmental stages and various geographic and organizational contexts. |

| 16:15-18:00 | SECOND SESSION Common Framework/Toolkit for e-Procurement in Developing Countries Remarks by the Moderator (5 minutes) Remarks by a Representative of DPADM/UNDESA (10 minutes) The UNPOG and the DPADM will jointly develop a common framework or toolkit for the purpose of providing developing countries with strategic guidelines to advance public e-procurement for innovative governance. The planned common framework or toolkit must carry added values, which are different from those of the already existing ones. A representative of DPADM/UNDESA will brief the participating experts on the planned world-wide initiative of the DPADM and the UNPOG to develop such a common framework or toolkit. Expert Presentations (5 minutes each, Mexico 10 minutes, 50 minutes in total) The participating experts will present their recommendations for developing a common framework or toolkit, which should be unique and carry added values for providing countries in Asia and the Pacific, as well as in other regions, with strategic guidelines to develop e-procurement systems for innovative governance. The presentations may be given in the following order (Tentative): The Republic of Korea China Italy Japan Mexico (10 minutes in total) The Philippines The Asian Development Bank The PEPPOL The World Bank Free Discussions (40 minutes) Free discussions to supplement the previously expressed views and take steps to produce common recommendations to the UNPOG and the DPADM for developing a common framework or toolkit. |

The scope of information collection and analysis may include legal, administrative, managerial and other institutional aspects of public e-procurement systems, including relevant cases of innovative governance, in countries in Asia and the Pacific, as well as in other regions. Presentations may be given in the following order (Tentative): The Republic of Korea China Italy Japan Mexico (10 minutes) The Philippines The Asian Development Bank The PEPPOL The World Bank Free Discussions (80 minutes) Free discussions to come up with common suggestions on approach and methodologies to collect and analyze information on the public e-procurement status in the United Nations member states. | 15:00-17:00 | FOURTH SESSION Country Surveys Remarks by the Moderator (5 minutes) Expert Presentations (5 minutes each, Mexico 10 minutes, 50 minutes in total) The UNPOG and the DPADM will undertake country surveys as a core element of the data collection exercises. Questionnaires will have to be developed for this purpose. The compilation of collected information will lead to the formulation of a regional inventory of e-procurement systems for innovative governance in Asia and the Pacific as the first step of the world-wide initiative. The participating experts will present their concrete suggestions to develop such questionnaires.
