The focus of the consultative workshop was to convene national and local government agencies, development partners, donor representatives and civil society, including UCLG and ICLEI, to ensure greater coherence and integrated planning frameworks between disaster risk reduction, resilience, climate change adaptation and sustainable development. The workshop reviewed mechanisms for institutional coordination on these areas of the 2030 Agenda from national to local levels to assess how local resilience can be strengthened with streamlined and integrated planning frameworks. It also reviewed public governance frameworks in countries to strengthen localization of the Sendai Framework and SDGs, as well as local government tools and strategies in this regard.
UNPOG emphasized the importance of Whole of Government and Whole of Society approaches to facilitate this process, as well as digital government, used in countries like Indonesia through the e-murenbang process, to strengthen coherent and integrated planning. UNPOG also shared the outcomes and country requests from its joint activities organized with UNDRR on these topics.
UNPOG/UNDESA and UNDRR have organized two training events on strengthening policy coherence between the SDGs and the Sendai Framework in SIDS countries (August 2018) and for Asian local governments (June 2019). UNDRR's Ten Essentials for Making Cities Resilient also aim to "strengthen institutional capacity for resilience" and the training workshop resulted in a Roadmap where future activities on coherence between the SDGs, DRR and CCA were encouraged.
