UNPOG signed the Concept Note for Bilateral Cooperation with KLID August 09, 2017
 
The Concept Note on Bilateral Cooperation between UNPOG and Korea Local Information Research & Development Institute (KLID) was signed on 9 August 2017.
 
As a follow up to the meeting dated 17 February 2017 between UNPOG and KLID, the two entities express the shared interests and willingness to promote and extend the bilateral cooperation between two entities for enhancing capacities of local and subnational governments for SDG implementation in developing countries. 
 
It is the common understanding of UNPOG and KLID that local authorities play a critical role in implementing the SDGs, given their proximity to and inherent understanding of the needs and particularities of citizens; and that local authorities in each country must examine their needs and priorities in relation to the Goals and in consideration of national sustainable development targets.
 
Based on the consensus of two entities on the critical role of local governments in SDG implementation, and considering the high relevance of the work scope of the two entities, particularly on institutional reform and innovation in public service delivery at the local level, the proposed areas for future cooperation could include the following: 

i) localizing SDGs, particularly adapting SDGs to local contexts; 
ii) policy coherence and institutional coordination between national and local governments; 
iii) innovation in public service delivery such as Information Network Village (INVIL); 
iv) local e-government development index; and 
v) civil registration and vital statistics (CRVS) & digital identity management for inclusive service delivery and participatory policy-making.  
 
KLID is a government organization under the Ministry of the Interior and Safety of Republic of Korea, which specializes in local informatization, e-government and smart city. The main mission of KLID is to improve regional digital capacity; realize balanced local development; and enhance the productivity of local governing bodies across the country by developing, distributing and managing common information systems under national standards.
