UNPOG Study Tour during ADB-ADBI Forum August 11, 2017
 
UNPOG organized the one-day study tour on 10 August 2017 for the participants of ADB-ADBI Forum on Governance and Institutions to gain first-hand experience on public service delivery by local governments in Korea. The tour included the visits to the Seoul Transport Operation and Information Service (TOPIS) on smart transportation and Sejong Self-Governing City on Urban Regeneration and Co-Prosperity/Co-Existence of Urban and Rural Areas.
 
The visit to the Seoul Metropolitan Government started with a short tour of the Seoul City Hall. The tour included the visit to the “Citizen Hall” – where citizens can directly interact with the City and participate. During the visit to Seoul TOPIS – the control center that manages Seoul’s overall transportation - participants were briefed with the transportation system of the Seoul Metropolitan Government and experienced its real-time operation. The briefing particularly showed how ICTs are utilized for the operation of smart transportation as well as disaster prevention.
 
In the afternoon, the participants visited the Sejong Special Self-Governing City, which was designed for the national balanced development plan of Korea, and has ignited strong interests of the participants in the balanced development plan. During the visit, Vice Mayor Mr. Joon Hyun Kang delivered welcoming remarks, and participants were introduced with Sejong’s policies that are particularly related to local governance and public service delivery. The cases presented included the city renewal project and the local food project which aimed for co-prosperity between urban and rural areas and inclusive growth in this new city.
 
Many participants have expressed that they found the field visits very helpful in that it provided them with a valuable opportunity to experience and learn from the actual policies of the local governments of Korea. The successful completion of the study tour was also shown from the result of the Forum evaluation to which participants responded - to the question that asked whether the field visits were useful and relevant to their professional needs and the needs of their organizations, 75% participants answered strongly agree and 25% answered agree, while there was 0% for average, poor or very poor. 
 
The ADB-ADBI Forum on Governance and Institutions organized by ADB and ADB Institute with UNPOG as one of the partner institutions together with Korea Local Information Research & Development Institute (KLID) and Korea Development Institute (KDI), took place in Seoul, Republic of Korea on 9-11 August 2017. The theme for the Forum is Governance and Service Delivery: Practical Lessons for Subnational Governments and in total, 50 participants from 25 countries participated in the Forum.
