CIO Conference for Strengthening Regional Cooperation November 07, 2014
UNPOG co-organised with the Shanghai Academy of Social Sciences (SASS) the CIO Conference during the Global City Informatization Forum on 5-6 November 2014 in Shanghai, China.
 
At the Opening Session, Head of UNPOG Mr. Jae-hong Lim, delivered opening remarks as co-organiser, emphasising the importance of CIOs network, and Vice President of SASS Mr. Wang Zhen delivered welcome remarks. Mr. Hee Joon Song, Chairman of Prime Minister’s Government 3.0 Committee, Republic of Korea delivered keynote speech on Government 3.0 Development Plan of Korea as top leading country in e-government development, providing insightful analysis on paradigm shift from e-government to collaborative governance.
 
Mr. Lim also chaired the Session I: E-government Development Trends and Issues in Asia and the Pacific Region. Mr. Yao, Governance and Public Administration Expert of UNPOG made a presentation on E-Government Development in Asia and the Pacific in Session I, which was drawing much attention and interests from participants, and he chaired the Session IV: Innovative Public Service Delivery and Knowledge Sharing of Best Practices.
 
Per suggestion of e-Government Branch/DPADM, the participants conducted a fruitful discussion on the feasibility of establishing the CIOs network in Asia and the Pacific. All participating CIOs were actively engaged in the discussion, and demonstrated their eager willingness to contribute to the creation of the CIOs network, both online and offline.
 
- The participants agreed on the necessity and importance of CIOs network for information sharing and exchange of best practices for the benefits of e-government development of their respective countries. Three developing countries, e.g. Cambodia, India, and Sri Lanka, expressed their concerns that at this time they could not find a comprehensive repository of e-government information such as legal framework, e-government strategies and policies for references, or they could not find a good venue to circulate their strategy for comments or feedback.
 
- In the course of creation of the CIOs network, UNPOG will take official procedures to request member states to designate a representative as CIO or equivalent, so that the representatives could enjoy authority.
 
- UNPOG shall establish online CIOs network on UNPOG website, as well as offline CIOs network such as through annual CIO Conference.
Taking this opportunity, UNPOG had five bilateral meetings, respectively with member states including Cambodia, China, Japan, Malaysia, and Sri Lanka, and one trilateral meeting with ADB&ITU.
